The philosophy teacher, Ms. Evans isn't tied to school quest. You need to have finished Brenda for her and then go to the right of the principal's office and talk to Carol about hanging up posters. Sadly that's it, you get no hint for it, you just have to notice that Carol is there unlike usual.
Also the sapphire necklace is the last school quest for now, so no, there is nothing after that. At least pls search the thread before you form an opinion that you want to stick to.

About necklace,on earlier version there's a couple argue about necklace at 2nd floor mall or 3rd forgot, idk if this version still available

After play this new version, necklace got from fashion magazine at lucy room, find using pc or phone go browsing

You replied to the wrong guy and that's not just earlier version but the normal way that quest goes. It's the 3rd floor cinema.

Any clue how about laura date at this version 0.98, date her buy a comic at comic store also success dating, i tried both with mod or manual, i save at karaoke, hardest part, still shown the quest even tried karaoke 3x successed

End of content / end of her quest-line, hence it loops if you talk to her again.

Upside:
This is to leave it open for future addition without bugs. At least the dev learning something, took him 7 years, progress

You can start it after the football tournament. That is fine as well.
Use the forum search. I posted about this already. Plus others have re-posted it many times.
If memory serves right, something along the lines of finishing school quest and talking to her in class room

It was cut from the game, just not with the surgical precision you would expect, but rather removed with a hammer. To progress with Carol simply visit her home in the afternoon.

It's always 100%, there are a few 1shot characters and 3 of the recurring characters can be impregnated, but there is no visible change. The characters are the chemistry teacher(one time event, it's separate from her story if I remember right), Carol(separate from her story, happens later during a school quest) and the office lady from the police station during Carmen's quest(you actually need to impregnate her for the quest).

Yes, and even for them it's at set events not the repeatable ones.
