Let me quote the parts from DS for you:

First half of 0.29 is ready and out. If you want more details about the second part, the images are done (the most time-consuming part), so we're going to release the second half fairly soon. Don't expect it for at least a week, but it shouldn't take more than 10 days. Also, we've updated yesterday's post, so you can go check the last couple of paragraphs if you haven't seen the edit.

Without fsck's fix, it's neither; it's a broken update.

Actually fsck didn't fix it (unless he hacked DS's computer or something) the update was missing code. DS actually pushed out a silent bugfix and it didn't take 5 years.

the bug fix for 0.29 offline has been released. I had my game saved at midnight and while online, loaded the game and waited til loading finished. did get black screen with no images but once I closed the game then reloaded when offline, it worked.

played the update to the end, and even though the dialogue moves fine, there's loads of picture fetch errors(missing images).
