Only Kanami is unclearable because she has an event in Edo. If you get Leila through teaming up with Lia, you can still clear her. Clearing Maria requires both Kanami and cleared(not sure if needed) Shigehiko Tanegashima. Rizna can be cleared but it's hard to do it since sex potion required for her event is a rare drop and it's hard to obtain during Part 2. And for some weird reason, if you also have cleared Mouri Teru, death hallucinogen will drop more often than sex potion.

You can clear Rizna in part 1 normally IIRC. And while you can clear Leila in part 2 (by bringing Kenshin from part 1), there is CG of her that can only be aquired in part 1 (CG #97), and thus unaviable in the mod (outside of using save edit like the one marcelimati attached above). Maria doesn't need Kanami, just bring Tanegashima from part 1.

Are you sure you need Kanami ? I cleared Maria (with shigehiko) but i don't think I ever had a game with Kanami.

Someone know how to get Oruore ? I never saw him

probably just me, but if you don't have Shigehiko, Maria's event locks you into the sex ticket one, in which you can't move pass without Kanami. So it seems you can still clear her without Kanami.

The #97 one, is that the defeated event for Leila? try sending her alone when fighting Hornet or Kayblis faction.

and there's a bit bug if u use squad item the one +force then placing the char to 2nd army it will be unlimited

I couldn't use my old save on the modded version, so I started a new save. And I played for like 60 turns before i reazlized I ended up on the Isoroku route. I can still do the dlc content if the game finishes on that route?

It doesnt matters, all routes (except the archfiend game over i guess) are good with the part 2

I've already tried something of that sort but I ultimately ended up with no results. Simply use the NP Bonus cheats instead to make up for the missing NP Costs

True route done, base difficulty got way too easy once i unlocked Brutal attack and Hunty.
Gonna do NG+ on 3 star, already sad to see its incomplete with the warning that Zeth has no events when i picked it.
